JOB PURPOSE
To manage and oversee the project’s procurement and cost activities, ensuring effective tendering, cost control, budget compliance, and best value while safeguarding the Client’s commercial and financial interests.
DUTIES & RESPONSIBILITIES
• Act as the primary point of contact on behalf of the Client for all procurement, cost, and related commercial matters.
• Develop and implement procurement and cost management strategies, plans, schedules, and package strategies aligned with project objectives, budgets, delivery timelines, and risk requirements.
• Recommend appropriate procurement and contracting strategies, coordinating with legal, financial, and technical teams to ensure effective risk allocation and protection of the Client’s interests.
• Lead market engagement, prequalification, and shortlisting of contractors, suppliers, and consultants, while monitoring market conditions, pricing trends, and supplier performance.
• Oversee the preparation of RFPs and tender documents and manage the end-to-end tendering process, including clarifications, addenda, technical and commercial evaluations, negotiations, and recommendations for award.
• Lead commercial and financial evaluations and negotiations to achieve best value while safeguarding the Client’s commercial and financial interests.
• Oversee cost management and cost control activities performed by Consultants, ensuring compliance with approved budgets, procedures, contractual requirements, and Client objectives.
• Ensure the accurate preparation and monitoring of budgets, cost plans, estimates, forecasts, cash flows, expenditures, commitments, cost-to-complete projections, and periodic cost reports.
• Identify and manage procurement, cost, and commercial risks, provide early warnings, and assess the cost and schedule implications of scope changes, variations, claims, and contract amendments.
• Oversee the commercial and financial aspects of contract administration, including payment certification, variations, claims, final accounts, and financial close-out.
• Lead procurement and cost meetings, monitor key actions, and support the timely and amicable resolution of commercial and contractual matters.
• Establish and maintain procurement and cost governance, policies, and procedures, ensuring transparent tendering and compliance with applicable regulations, contractual requirements, and audit standards.
• Coordinate with Project Directors, Engineers, Planners, Consultants, Contracts, Finance, and other stakeholders, and prepare and present procurement, cost, risk, and tender-related reports and recommendations to the Client and management.
• Lead and develop the Procurement and Cost team, promote continuous improvement and best practices, and ensure compliance with applicable Quality, Environmental, Safety, and Occupational Health requirements.
EXPERIENCE REQUIREMENTS:
This position requires 15+ years in mega projects prefer in PM/CM companies.
EDUCATION REQUIREMENTS
1- Bachelor’s degree in Quantity Surveying, Cost Engineering, or related discipline.
QUALIFICATIONS
1- PMP
2- RICS or equivalent professional membership is preferred.
3- Previous experience in PMC projects.
4- Experience in mega or mixed-use development projects is preferred.

6. Proficiency in relevant procurement/cost management systems and MS Office.
