Job Purpose:
To manage the execution of the approved HSE program for assigned ZODCON project sites, ensuring safe work activities, regulatory and client compliance, incident prevention and effective coordination with project teams.
Basic Academic Qualification: Bachelor’s degree in Occupational Health & Safety, Safety Engineering, Environmental Science or a relevant engineering discipline.
Experience:12-15 years of relevant construction, EPC, infrastructure or multi-site project HSE experience.
Key Responsibilities:
Project HSE Plan Execution: Implement and maintain site-specific HSE controls throughout
project execution.
• Translate corporate and project HSE requirements into a site implementation and inspection plan.
• Review construction methodologies, activity risk assessments and HSE provisions prior to high-risk work.
• Coordinate daily HSE priorities with the Project Director, site supervisors and subcontractors.
• Track site HSE objectives, obligations and corrective actions and report emerging exposure
Site Safety Inspections and Work Controls: Manage inspections and verify safe execution of site activities.
• Conduct planned inspections of work fronts, temporary works, lifting, work at height and electrical activities.
• Verify permit-to-work, isolation, personal protective equipment and access controls before and during work.
• Stop or escalate unsafe activities within delegated authority and record required actions.
• Verify rectification of unsafe conditions and repeat findings with responsible construction supervisors.
Incident Reporting and Emergency Response: Coordinate timely site response and investigation of incidents and emergencies
• Arrange immediate notification, preservation of evidence and investigation of incidents and near misses.
• Coordinate root-cause analysis with site teams and ensure corrective action accountability.
• Maintain and exercise emergency response, rescue, evacuation and first-aid arrangements.
• Review the recurrence of incidents and brief personnel on preventive measures.
Contractor Compliance and HSE Awareness: Ensure contractors and site personnel meet applicable HSE expectations.
• Verify subcontractor inductions, competence evidence, safety plans and statutory documentation.
• Conduct toolbox talks, safety campaigns and targeted training based on site exposure.
• Review housekeeping, welfare, environmental safeguards and equipment inspection status.
• Chair site HSE meetings and follow up contractor observations, violations and actions.
Project HSE Reporting and Supervision: Maintain transparent site records and direct assigned HSE staff.
• Compile daily and monthly HSE statistics, inspections, observations and incident reports.
• Assign inspection areas and follow-up actions to Engineers, Supervisors and Officers as designated.
• Maintain site HSE files, risk assessments, permits, training records and legal compliance evidence.
• Report critical site risks and improvement needs to Manager-HSE (Projects) and project management.
People Management
Directs project HSE teams, sets priorities, assigns accountabilities and develops HSE capability.
HSE Responsibility
Comply with ZODCON HSE requirements; actively identify hazards, support preventive controls, escalate incidents promptly and ensure that project safety and environmental obligations are met within assigned authority.
Decision-Making / Authority
May direct HSE priorities and recommend work suspension or corrective measures within delegated authority; contractual, financial and regulatory approvals remain with authorized management.

Head-QHSE, project directors/managers, Construction, Engineering, PMO, Procurement, workforce supervisors, subcontractor coordination teams and HR.
External Contacts
Client HSE representatives, consultants, subcontractors, third-party inspectors, emergency services and competent regulators, as authorized.
Working Conditions
Office and active construction-site environment; frequent site inspections, PPE use, exposure to construction hazards and possible travel or emergency response duties.
